REQUEST FOR PROPOSALS ON THE
SALE OF PROPERTY FOR DEVELOPMENT
I. INTRODUCTION
The Community Housing Investment Corporation (CHIC) invites proposals for the sale and development of property located in the City of Council Bluffs as listed below.
The CHIC Board of Directors has approved this request for proposals and has authorized its publication and distribution. Proposals must be submitted to CHIC no later than 12:00 p.m on Friday April 10, 2009 in a sealed envelope. All proposals shall be submitted on forms provided by CHIC.
On Tuesday April 14th, 2009 at the board meeting, the CHIC Board of Directors will review the proposals submitted. At this meeting, the Board is anticipated to select the most qualified proposal(s) for approval.
II. SITE DESCRIPTION AND LOCATION
The following properties are currently available.

III. GOALS
To dispose of the above listed property for the development of INFIL qualified affordable housing.
To develop three home designs that will serve as prototypes for future replacement homes in older neighborhoods with narrow lots and alleys. (Note: CHIC anticipates using these designs at the old Katelman foundry site. The homes in the adjacent “Bayliss West” neighborhood may serve as design references.
To design homes that are affordable to households with incomes between 60-80% area median incomes.
To engage builders that use Green technology.
To increase the sustainability and durability of structures resulting in lower energy and maintenance costs.
To build homes that are energy efficient that achieve a HERS index of 85 or above as certified by a HUD certified energy rater.
To build homes that fit on smaller lots, utilize current green technology, can be built and sold for $115,000 +/- ,excluding the garage, and be compatible with typical styles and designs found in older neighborhoods. The addition of the garage should be priced separately.
IV. SUBMISSION OF PROPOSALS

All proposals shall be submitted in a sealed envelope on forms provided by CHIC.

B. Proposals shall contain the following:

Full name of the person, firm or corporation submitting the proposal and the address and telephone number of the person or entity making the offer

The proposed property to be purchased with a different design for each parcel.

3. A description of the proposed house using standard INFIL application forms and criteria with the following changes.

The use of brick on the exterior of the house is waived.
|
| b. |
The use of shutters is optional and depends on whether or not they contribute to the enhancement of a particular design or are associated with a particular style.

The requirement for a front load, build-in two car garage is waived. The basic design will show a two car attached to the rear of the house or detached garage. Either way the plans should show access from the rear off the alley way. The design of the garage shall architecturally resemble the house eg. Have the same roof pitch, exterior materials or other significant characteristics. The base selling price of the home will include only the garage foundation and a 20’ X 20’ two car parking slab. The cost of the garage structure will be quoted separately so it can be sold separately as an option or added later as the buyer can afford it.

The homes should be no wider than 20’, comply with R-2 Zoning and have a lot coverage percentage of no more than 35% including porches, decks, and the garage slab. |
4. List the anticipated sales price of the completed development project (including $15,000 for land purchase).
5. Include a statement whether the proposed project and price is contingent on any other approval, programs or incentives.
6. A written date of how long the offer shall remain in effect.
7. Acknowledgement and Signature:

A statement of the willingness of the person, firm or corporation submitting the proposal to develop the site within one year from purchase. |

The individual or officer of the entity must sign the proposal. |
